    General Mills said that because of higher commodity costs, it will raise prices on hot snacks, frozen vegetables and refrigerated baked goods starting Jan. 3.     The Agriculture Department is thinking of adding planting restrictions to approvals of biotech alfalfa and other bioengineered crops to address consumers' concerns about the technology.
