    Import cargo volume at the nation's major retail container ports is expected to be up 9% in December over the December 2009, and this year should end with a 17% increase over last year, according to the monthly Global Port Tracker report released by NRF and Hackett Associates. "The nation's improving economy has been reflected in the amount of merchandise imported by retailers this year," said Jonathan Gold, NRF vice president for supply chain and customs policy.     Papa John's announced a new franchise incentive program for the new year, including a waiver of the chain's $25,000 franchise fee for qualifying restaurants that sign agreements by Oct. 31, 2011, and open their stores next year. In addition, Papa John's will waive royalties for up to a year and give operators who open at least 30 days early a credit with the company's dough supplier.
