Police in Albuquerque arrested three members of a gang called the Mexican Mafia at a shopping center, after an e-mailed tip led them to the suspects who had been trying to use stolen credit cards to shop. The Federal Reserve isn't likely to veer very much from a 12-cent limit on debit-card transaction fees when it issues new rules later today, although banks defeated in their effort to delay implementation are still hoping to push the limit by a few cents.
