    A European Union agency is advising online shoppers about how to protect themselves from fraud. For example, the E.U. says consumers should ensure that online retail sites are legitimate, check accounts after making payments online and create electronic-transaction limits for payment cards.   • Illinois lawmakers approve a tax for online sales
    The Illinois General Assembly approved a plan to require online sellers with affiliates in the state with $10,000 or more in annual sales to collect sales tax from customers in the state. If Gov. Pat Quinn signs the legislation, it would take effect July 1. "The bill treats online merchants more like bricks-and-mortar merchants.
