A surcharge provision was included in the recent swipe fee settlement as a bargaining chip for retailers trying to negotiate lower fees. But many retailers have come forward to say the settlement does not benefit consumers or prohibit credit card companies from increasing hidden swipe fees. NRF was not a part of the lawsuit, and NRF General Council Mallory Duncan told the Wall Street Journal that, "There is considerable debate among our members over the value of the proposal."
