    Workers at a Target store in Valley Stream, N.Y., voted down a plan to unionize on Friday. In response to complaints by workers in the months leading up to the vote, Target did an analysis that showed no changes in employees' hours in the last six months, and the company says the majority of workers in the store are eligible for health benefits.
