    The city council in Toronto voted to kill a 5-cent tax on plastic shopping bags, then unexpectedly approved an outright ban on plastic bags beginning Jan. 1. Some retailers say they're concerned about higher costs and potentially lost sales, but at least one is already used to it -- Loblaw dropped plastic bags from its some of its stores in 2007, and now requires shoppers to bring their own reusable bags or boxes.
