Economists surveyed by The Wall Street Journal predict a 2.3% expansion for the U.S. economy in 2012, but that forecast is contingent on certain political and global events falling into place, Phil Izzo writes. Most of the 54 economists surveyed, 88%, say a payroll tax cut extension will be made by the end of this year, and 56% say unemployment benefits will be extended.
